Most pre surgical trans women present as female. Genital surgery has little to do with whether someone looks male or female. So if you say pre surgical transwomen can not use a women's restroom how will you enforce it? Will you stop everyone who looks somewhat masculine? Many women born with female genitalia look fairly masculine. What are they supposed to do? How are you going to require this person to proof their womanhood? In many countries and US states a transperson can get a driver's license with their new gender without having surgery. Tell me how you are going to challenge a person on which bathroom they should use kindly? It can't be done.

You talk about the enhanced possibility of men deceiving others to attack women in the restroom. What about the reality of the transwomen who are forced to use a men's room while dressed and presenting as female? This is an incredibly unsafe situation. How many women have been assaulted by someone pretending to be trans in a bathroom? 350 transgender people were murdered in 2020, many of them women. This is a real risk.

What about intersex people who have XXY chromosomes? There are as many of them globally as there are red heads. Which bathroom do they use?

Too much of this is about policing gender presentation and trying to make transpeople stay out of public spaces if they can't convincingly look traditionally male or female. This is unkind both to trans people and to cis people who don't fit into rigid gender categories.
